How to Run a Local Fusion/Fugu Coding Harness

How I turned a pile of local and API models into a local Fusion/Fugu-style coding harness: one Conductor, role-assigned workers, mandatory cross-family verification, and the human audit loop that kept the system honest.

The thing that makes a multi-model setup good is not one stronger model. It is coordination.

I built this because I was tired of losing time to polished patches that nobody had to defend. A strong agent can make a bad assumption look finished. Two agents can make the same bad assumption twice. The missing piece was not another chat window. It was a routing rule, a verifier, and a clear owner for the final call.

I already had the parts: a frontier CLI agent, a couple of hosted reasoning models, a fast cheap coder, and one local model running on a single GPU. What I did not have was a conductor — something that decides which model does what, in what order, and who is allowed to sign off on the result. This is a build log of wiring those parts into a local Fusion/Fugu-style harness, then testing it on real project work instead of leaving it as a diagram.

What Fugu actually is

Sakana's "Fugu" framing is the clearest articulation of the idea I keep circling back to: present a pool of models behind one API and let a learned coordinator route work. As of this post, Sakana presents Fugu as a productized multi-agent system delivered through an OpenAI-compatible API, with Fugu and Fugu Ultra as the public model choices. I am not claiming to run Sakana's product locally. I am borrowing the operating lesson and applying it to my own workbench.

The research trail matters because it separates the useful idea from the hype. The current Fugu page and technical report ground the system in two ICLR 2026 papers:

  • TRINITY — an evolved coordinator that assigns Thinker / Worker / Verifier roles across turns, adapting per task (coding, math, reasoning).
  • Conductor — trained to discover natural-language coordination strategies, so a diverse pool of models outperforms any single worker.

Two ideas do most of the work:

  1. Role assignment. A task gets a planner, one or more workers, and a verifier — not one model trying to do everything.
  2. Test-time scaling. You spend more coordination on harder tasks and less on easy ones.

You do not need their trained coordinator to benefit. You need a written role map and the discipline to follow it.

How this compares to OpenRouter Fusion

OpenRouter Fusion is the closest public product analogy: it runs multiple models in parallel, has a judge review their answers, and returns one synthesized result. The Fusion Router makes that pattern look like one model endpoint, while the Fusion plugin adds an "expert panel" style review around a chosen model.

My setup is not a local clone of Fusion, and it is not Sakana Fugu running on my machine. It is the same operating pattern applied to local work:

  • Fusion is hosted deliberation. It is strongest when you want several cloud models to cross-check a research answer or reasoning task behind one API surface.
  • Sakana Fugu is learned orchestration. The research goal is a coordinator that decides how to spend a model pool on a task.
  • This harness is workbench orchestration. It routes local files, repo context, assistant CLIs, API models, a single local queue, shared memory, and a human audit loop.

That difference matters. A coding harness needs artifact ownership: who plans, who edits, who verifies, who writes the handoff, and who is allowed to call the job done. Fusion gives you a strong hosted answer. A local Fugu-style harness gives you a repeatable way to run work across your own tools.

The reframe

If you have used agent CLIs for a while, you already own the pool:

What is missing is the layer on top: a Conductor, a role map, and a verification rule. That layer is small. It is mostly a spec document and a couple of config files.

The role map

This is the whole design on one page. The hard rule at the bottom is the part people skip and then regret.

The hard rule: the model that produced an artifact never verifies its own work. Verification always goes to a different family. That single constraint catches more bad output than any amount of "be careful" prompting, because a model is bad at noticing the exact assumptions it just made.

A rough routing table falls out of the map:

The important part is not the number of models. The important part is that planning, execution, verification, and final synthesis are separate jobs.

The actual model pool I use

The labels below are my routing labels, not universal product names. The public links point to the model or tool surface behind each lane where there is one.

The point is not that this exact list is sacred. The point is that each lane has a job and a cost profile. If a model writes the patch, a different family reviews it. If the local lane is slow or wedged, it does not block the whole job. If the scarce reviewer is useful, it gets one clean question instead of being burned on routine churn.

Keep the layer global, not per-project

The mistake would be to bury this inside one repo. The orchestration layer is project-agnostic and lives with the agents themselves:

  • a spec document (the canonical role map + routing + the verify rule) that everything else points at;
  • a Conductor skill for the frontier CLI agent, so it knows the commands and the rule;
  • an orchestrator profile for the agent shell (a Thinker-led profile that delegates to the workers);
  • a short cross-agent note so a second agent CLI delegates the same way.

Individual projects only tune — they consume the global role map, they never redefine it. That separation is what lets the same harness drive a game repo today and something else tomorrow.

The hardware reality nobody mentions

Most "local Fugu" write-ups assume you can run several local models at once. On a single consumer GPU you cannot. One model fits at a time, and concurrent or oversized calls will wedge it even while its health check still says "ok."

So the honest design is: one local model, fronted by a single-slot queue. The queue is the local tier. It serializes callers, makes sure the server is up, caps tokens, enforces timeouts, and restarts the server if it wedges. Everything else in the pool is API-backed, so the local model's only job is to be the Conductor's cheap second brain.

I had sketched a local gateway to unify several local models under one endpoint. I deleted that from the plan. It solved a problem I do not have, and it could not replicate what the queue already does. Defer the thing that doesn't earn its complexity. That is as much a system-design rule as it is a sanity rule.

Testing it on real work

A harness you do not use is a diagram. So I pointed it at actual project work and fixed two real messes with it.

A decision kit that had quietly overfit. I had a "Fusion" decision kit — a four-track panel (baseline → per-track review → ranker → synthesis) — that was supposed to be general but had drifted into being about one subsystem. The prompts said "judge each option on its merits," but the config and scripts still injected that subsystem's keywords, rules, and reference art into every run. I generalized the config into neutral decision slots, made the scripts iterate whatever tracks you define, made the reference art opt-in, fixed three different version numbers that disagreed, archived a pile of backups, and renamed it into a task-neutral "Game Fusion Pack." The bias lived in the plumbing, not the prompt — that is the lesson.

A daily insights pulse. A scheduled job generates bounded delegate prompts (inventory, risk review, research, a local synthesis pass) and writes a dashboard. I aligned every delegate to the role-map vocabulary, added the cross-family-verify and "scarce reviewer stays out of the loop" guardrails to the generated prompts, and confirmed the local model always routes through the queue with a restart-on-wedge retry. Same machinery, now speaking the same language as the rest of the harness.

What it actually buys you

Not a benchmark number. The honest win condition is:

For my repos, the harness plans, edits, verifies, and summarizes with fewer bad patches than a single solo session.

That is achievable, and it is mostly about the verify rule and routing — not about owning a bigger model.

The conductor's first real job: unifying memory

This is where the article becomes mine, not just a paper recap.

The honest test of a harness is handing it real work and watching what it does — including what it gets wrong. So I gave the conductor the open thread from the checklist: unify memory across the three agents I actually use. The kickoff was one line:

Read the spec, act as the Fugu Conductor, and run the memory-unification job.

It ran ~50 minutes on the Thinker model, unattended, working from a Universal Prompt Contract (the appendix prompt). What it did:

  • Created a canonical shared store in the knowledge hub — one fact per markdown file + an index — seeded from the existing per-agent facts.
  • Added read-pointers from each of the three agents into that store.
  • Cross-family verified its own bridge edits by spawning a different model family (the Flash verifier) — the author never signs off on its own work.
  • Ran a round-trip test: wrote a test fact, then confirmed it was readable from each agent before declaring done.
  • Touched no secrets, deleted nothing, never called the scarce reviewer or the local model.

Its closing report, trimmed:

Then I audited it — the part that matters

An all-green report from a 50-minute autonomous run still needs a human pass. Mine found:

  • Solid: the shared store was clean (valid frontmatter, no secrets), the per-agent index pointers persisted, and the guardrails actually held (no scarce reviewer, no local model, the cross-family verify really happened).
  • One real defect: the conductor wired the agent-shell "bridge" into that shell's skills loader instead of a memory path — so it would have tried to parse memory facts as skills. The round-trip only passed because it read the file by path directly. I reverted that and pointed the shell at the store on demand.
  • Minor: a leftover test-fact file (harmless evidence), one source file with a cosmetically blanked field from an agent's own memory normalizer, and the third agent's read was proxied by a sibling model rather than the agent itself.

That is the honest shape of orchestration: it did ~90% of a fiddly cross-system chore correctly and unattended, and the verify-then-human-audit loop caught the 10% that was wrong. Which is the win condition restated — fewer bad patches, not zero oversight.

How I run it locally

When you come back to it cold:

  • In the frontier CLI agent, the Conductor skill auto-loads. Open with: "Act as the Fugu Conductor for <task>." It will optionally second-brain the local model, route to the right worker, and verify cross-family.
  • In the agent shell, start the orchestrator profile: agent -p fugu-conductor chat. The first call doubles as a smoke test of the profile.
  • Routing in one line: quick → local/fast · plan → Thinker · bounded patch → fast coder (verify with a different family) · big ship → big model (verify with Thinker) · long-context review → scarce reviewer, sparingly.
  • Repeat the guardrails: the local model only through the queue; the scarce reviewer never in loops; the author never verifies its own work.

Appendix: a Prompt-Operations prompt to finish the memory layer

The last open thread — unified memory — is well-defined enough to hand straight to the orchestrator. Here it is as a Universal Prompt Contract (the format I use for anything reusable: route, role, task, context, constraints, output contract, verify). Paths are generalized; swap in your own.

If that prompt reads like over-engineering for "save some notes," that is the point: the contract is what makes the result repeatable instead of a one-off.
